It refers to Polaris, the brightest star in the constellation. They thought it looked like a dog's tail. (Ever wonder why the Bears -- Ursa major and Ursa minor -- had a long tail?)

Kind of makes you think, huh? Lots of folks who are getting tons of attention are perhaps just the rear end of a dog.
